The 2026 T20 World Cup has descended into unexpected chaos, with the situation growing messier by the day. Bangladesh has already been dropped from the tournament and replaced by Scotland, while Pakistan’s participation now hangs in the balance. With just days remaining before the competition is set to begin, Pakistan Cricket Board (PCB) chairman Mohsin Naqvi has hinted that Pakistan could also pull out.

There are growing murmurs that the International Cricket Council (ICC) could consider sanctions against both the Bangladesh Cricket Board (BCB) and the PCB, although no official action has been confirmed so far. What has become clear, however, is that both situations are laced with political overtones — a red line for the ICC, which has long insisted on keeping cricket administration free from government interference.

Bangladesh’s withdrawal, for instance, was explicitly framed as a political decision. The country’s interim government’s sports advisor, Asif Nazrul, publicly distanced the BCB from the call not to travel to India.

“Let me tell you clearly. It is the government’s decision not to play in India due to security concerns,” Nazrul said on Thursday.

Pakistan followed a similar line soon after. PCB chief Mohsin Naqvi made it clear that the final call on participation would not rest with the board.

“Whether we play in the T20 World Cup or not, the decision will be taken by the government,” Naqvi said. “Our Prime Minister Shahbaz Sharif is currently out of the country. Once he returns, we will seek his advice. The decision by the government will be final and binding, and if they say no, then the ICC may invite another team.”

The ICC, however, has consistently maintained that cricket and politics must remain in separate lanes. This principle is enshrined in Article 2.4(D) of the ICC Constitution, which mandates that member boards must manage their affairs autonomously and ensure there is no government or public body interference in cricketing operations — including team selection, governance, and administration.

Any breach of this clause can invite severe consequences. Boards found guilty of government interference risk suspension, which leads to an immediate freeze on ICC funding, loss of voting rights, and possible exclusion from major tournaments, including the World Cup.

History offers clear precedents. In 2019, Zimbabwe Cricket was suspended for three months after the government replaced its cricket board, resulting in frozen funding and the team being barred from World Cup qualifiers. In 2023, Sri Lanka faced a similar fate after the government dismissed its cricket board following poor performances, triggering an ICC suspension and the loss of Under-19 World Cup hosting rights.

In both cases, normalcy was restored only after political control was withdrawn and the autonomy of the national boards reinstated.

That said, the ICC has also shown a degree of pragmatism — critics would argue complacency — in certain situations, most notably Afghanistan, where ongoing concerns surrounding women’s cricket under the Taliban regime have not resulted in outright suspension.

As the T20 World Cup draws closer, the ICC now faces one of its sternest tests yet: enforcing its rules consistently while navigating an increasingly politicised cricketing landscape.
