During its annual and executive meetings at a resort in Edinburgh, Scotland, the International Cricket Council (ICC) has placed a major focus on combating the rising threat of match-fixing and betting syndicates within franchise-based cricket worldwide. The global governing body expressed acute concern for newly launched cricket markets, which are reportedly facing the most vulnerable conditions.

A BBC report highlights that the ICC’s integrity unit has uncovered “growing evidence” of corrupters actively infiltrating domestic T20 leagues and influencing players across multiple member territories. In response, the international body is planning to establish a dedicated unit tasked with harmonizing franchise cricket regulations.

Strict New Regulations for Domestic Leagues

To restrict the influence of betting syndicates, the ICC intends to significantly tighten its approval process for new domestic competitions. Under the proposed framework, Associate (non-full-member) countries wishing to establish a T20 league must meet strict squad composition criteria:

  • Elite Player Requirement: Squads must feature a minimum of four cricketers from Full Member countries.
  • Recent Activity Window: These international players must have actively represented their respective national sides within the preceding 24 months.

The implementation of these baseline conditions highlights a recognition by the ICC that the previous regulatory landscape made it far too simple to establish a professional league.

Member Boards Suspended Amid Integrity Concerns

The crackdown comes on the heels of severe administrative penalties handed down to North American cricket boards. While the ICC has avoided explicitly citing corruption in its official public correspondence, match rigging is understood to be the primary driver behind recent interventions:

  • Cricket Canada: Suspended from ICC membership with immediate effect due to serious breaches of membership obligations. The ICC Board noted that the suspension was structured to protect Canadian players from the governance issues plaguing the national body.
  • USA Cricket: Faced a matching suspension exactly one year prior under similar circumstances.

Note: The scrutiny on sports governance extends beyond cricket, as sports authorities are also reportedly investigating the national rugby governing bodies of France and Italy for separate administrative issues.
